Page scrolling and rendering usually depends on the website you went to.

If that website has a lot of Flash/plug-ins on it. a second or two would be pretty much normal for the default browser to render that website.

The checkered frame you see is the lag frame rate that the phone's browser is trying to redraw everytime you tried scrolling on that website.
