what brand of router are you using?
Verify the type of dsl connection that globe is using like static, pppoe/pppoa, or dynamic. Make sure you understand your setup before you implement it.
if I understand your network, perhaps this is how i understand your setup is:
router(10.190.1.254 )==>switch<==router(192.168.0.1)
