      LTRC Okays New CCLEX Toll Rates
      Phased Rollout set to Ease Impact on Motorists


      The Local Toll Regulatory Council (LTRC) has authorized the collection of adjusted toll rates for vehicles using the 8.9-kilometer Cebu-Cordova Link Expressway (CCLEX).


      To mitigate the impact on motorists, the expressway's management will implement the toll increase in phases, with a provisional discounted rate to take effect on July 1, 2025. The full LTRC-approved amount will be implemented at a later date. The implementation of the adjusted rates is part of CCLEX's staggered toll adjustments every two years that were provided for under the Concession Agreement entered and signed into the Cebu City Government, Cordova Municipal Government, and Cebu Cordova Link Expressway Corporation (CCLEC) for the implementation of the CCLEX project.

      The adjustment in toll rates is also a part of our efforts to recover the additional costs incurred during the construction of the CCLEX, particularly during the challenging times of the COVID-19 pandemic and Typhoon Odette. These unforeseen circumstances significantly impacted the project's completion time, necessitating the need for this adjustment.

Alfon.

      The LTRC, established by the local governments of Cebu City and the Municipality of Cordova through an ordinance, plays a crucial role in implementing and setting toll rates for the expressway. This information is vital for motorists and local residents to understand the regulatory process.

      LTRC's newly approved toll matrix for CCLEX is:
      • P68 for Class 1M vehicles or motorcycles with engine displacements 110cc to 399 cc.
      • P107 for Class 1 vehicles (motorcycles 400cc and up; and cars with 2 or 3 axles with a height of up to 7 feet, such as cars, jeeps, pick-ups, and small vans.
      • P214 for Class 2 vehicles (or those with 2 or 3 axles and a height of more than 7 feet such as light trucks, buses, and high-roof vans.
      • P321 for Class 3 vehicles (or rigid trucks with three or more axles and a height of more than 7 feet such as heavy and multi-axle trucks and trailers (articulated).


      To make the transition easier for motorists, the discounted rate that will be implemented by CCLEC management, effective July 1, is as follows:
      • P65 for Class 1M vehicles
      • P100 for Class 1 vehicles
      • P200 for Class 2 vehicles
      • P300 for Class 3 vehicles


      Since its inauguration in April 2022, CCLEX has brought about a significant improvement in the travel experience of millions of road users. By reducing the travel time between Cebu City and Mactan Island by 20 to 75 percent, it has made these areas more accessible and attractive for both residents and businesses.

      Before CCLEX, the travel time from Cebu City to Cordova or Lapu-Lapu City averaged 82 to 85 minutes, as reported in a study by the Center for Social Research and Education of the University of San Carlos. Land resources in Cordova have also become more accessible and attractive due to its proximity to Cebu City, making it a potential investment area for businesses.

      CCLEX has also helped spur the revival of tourism and the economy after the pandemic. To further provide a better expressway experience and greater mobility to Cebu road users, CCLEC is also embarking on expansion projects that will connect CCLEX to downtown Cebu
      City and the Mactan Cebu International Airport.

      CCLEX, which connects mainland Cebu through Cebu City's South Road Properties to the Mactan Island through Barangay Pilipog in the Municipality of Cordova, is operated by CCLEC, a subsidiary company of Metro Pacific Tollways Corporation (MPTC), the toll road arm of Metro Pacific Investments Corporation (MPIC), and a member of the MVP Group of Companies.

      CCLEX is MPTC's first toll road outside of Luzon and its first Private-Public Partnership (PPP) project with the local government units. MPTC is the largest toll road concessionaire and operator in the Philippines, which expansion goals include establishing toll operations in the Visayas, other parts of the Philippines, and neighboring countries, notably Vietnam and Indonesia.
