What is the normal voltage for those components?
What is the recommend tolerance (+/-) for it?
Will I be changing my generic 500W PSU? What can you recommend?

if your 3.3V rail drops that low, your system is not suppose to work. The 3.3V is used by the board to supply the ICs. The processor also use this line.

Verify those values using a voltmeter. Your monitoring system might not be working correctly.

your mb should have an included monitoring software. Why not use it instead of 3rd party software. It would save you a lot of headache trying to figure out where could be the problem.
