my router is a Linksys dual band gigabyte and its IP Address (LAN-1) is 10.1.173.184, while my PLDT Fibr Router is*http://192.168.1.1.. is this ok?
The net speed of my pldt router is around 25mbps but my Linksys is only 3mbps. How to resolve this?

ip address of linksys router is static?
have you confirmed that LAN-1 is open and working good? try connecting your pc directly
check linksys settings, basin naka set to max 3Mbps.
