You really have almost no choice in this regards if you are talking about 'best' ISP, either telco's have their own pro's and con's..., some areas telco x is better than telco y.

It all goes down to where you are located, what 'medium' is available in that area, then finally, test them ALL and select the best one you can observe...

Everybody or every individual have their own perfect or best choice of ISP or Telco that works best or effective to them since each ISP or Telco have their own both pro's and con's and both strength/s and weakness/es!
