    Default House bill: No parking space, no car


    IN a bid to case traffic in some key cities, a lawmaker proposed a “no parking space, no car” policy.


    Deputy Speaker and Batangas Rep. Raneo Abu filed House Bill 1991, whose main purpose is to regulate the sale of motor vehicles by requiring proof of parking space or facility.

    Abu’s proposal is only applicable in Metro Manila, Metro Cebu, Metro Davao and other highly-urbanized cities.

    To be called “Proof of Parking Space Act,” the measure seeks to lessen, if not totally eradicate, the parking of private vehicles along streets that is causing traffic even on secondary roads.

    Under the proposal, a buyer of motor vehicle must first present a proof of parking space before he or she be allowed to purchase a motor vehicle and register with the Land Transportation Office (LTO).

    “The problem with traffic is not only confined in the big city streets such as EDSA and congestion isn’t isolated in the vicinity of Manila ports. The motor vehicles that continue to occupy the side streets, parked and idle, push carts, litters of all kinds have been eyesores and a hindrance to foot and automobile traffic in most of our streets,” Abu said.

    According to Abu, motor vehicle owners should be made responsible to provide a permanent parking space for their private vehicles, whether this is made an integral part of their house or building structure or leased facility.

    He stressed that the street is primarily intended for vehicular or foot traffic and should not be appropriated as personal parking spaces for the vehicles.

    “Any financially-able purchaser of motor vehicle can be presumed to be able to provide a parking facility for his vehicle,” the solon added.

    If enacted into law, the LTO is mandated to verify the public document submitted by the registrant or purchaser attesting to the existence of the parking facility.

    Wala pani? I'm desperately waiting for this to happen. And additional driving tests please. DMD ka banga ang mga drivers na ron especially grabe na ka cheap ang mga cars. Palit diri, palit didto.

    It's not surprising if we have motorists here that don't have a garage and park their car on the street. Even in Toronto, residents in the downtown core have to park their car/s on the street provided with a permit. But in the Philippines, streets there aren't comparable to developed nations and it is a problem when residents park their car in front of their house in an eskinita with no regards for traffic and safety.

    Given the geography in the Philippines, the simple solution is that there should be a control on street parking. If you live in an eskinita, no 4-wheeled motorized vehicles should be seen there whether by parking or travelling through. If you have a car, better park it somewhere.

    Other scenario to explore is CAR SHARE but that's for another thread to discuss.

    but there's a another way to at least ease the parking problem. make a multi-storey car park. make one in the heart of colon. there in mango area. in ayala area. near it park. in tabunok market. somewhere in lahug. coz i've seen how the cebu government was able to demolish houses during the great road widening way back 1992/1993, it means, the government can afford to buy off a business establishment in those areas and make it into that multistorey car park.

    Nindot ning e-negosyo boss instead of commercial building, why not make it into parking building =D dako2 siguro kag makita ani nya wala kaau kay maintenance

    ang mga dalan sa cebu pirteng gagmaya. tapos naay mga arang arang nga dalan pero himuon ra man ug parking lot sa mga sakyanan. malibog na lang ta kung unsa ni , dalan or parking lot? unta ila pud ni dungagan ang mga tow trucks sa cebu para madisciplina pud ning mga gihimung permanent parking lot ang dalan. lol. uyon jud kaau ko anin nga bill.

    sad kinahanglan pa ug legislation para mabuhat ug sakto ang isa ka butang na mahimo ra thru common sense.
