ang mabilin ra sa mga local government, as far as i know, is property tax ra. <ang kanang cedula, ayaw tawn na e apil, gamay ra kaayu na. useless pud, panahon pa sa katsila ug ambot ngano naa pa na hantod ron>

If you think about it.....NCR accounts for 38% of the country's GDP(2014)

NCR alone then only gets 14% of the national budget for 2016(still looking for the source I read)

Also note that infrastructure falls within the DPWH's mandate so its no wonder they get a big budget since their jurisdiction is in the national level

So as for the projects that you observed to be lacking in your locality, you might want to question your local leaders first on how and where did they spend their allocated budget :P (e.g. destroying decent roadways?)
