Thats simple. Pldtplay speedtest is in Manila, you will have the shortest possible connection to it, without leaving the pldt network.
Speedtest.net goes via many hops and networks.

Because web-based bandwidth meters have to consider sooo many factors like test server location, concurrent ISP subscribers during time of test, concurrent users doing the test, total internet activity oy your connection, using or proxies (manual, transparent or none at all).

Point is, no web-based speed test is accurate.. it'll only give you an idea of how ur connection performs at that point in time. Speeds tests are simulations.. not the reality. Kung gusto ka ug closer to accurate nga test, put the bandwidth meter on your end and measure it from there. Use softwares like iptraf or something.
