President Benigno Aquino III has signed a law seeking to promote the safety of children on board motorcycles.

Republic Act (RA) 10666, which Aquino signed on July 21, bans having children on board motorcycles on public roads, unless they are wearing standard protective helmets, can reach the foot peg, and can grasp the waist of the driver.

The prohibition was particularly imposed on public roads with heavy volume of vehicles, high density of fast-moving vehicles or where a speed limit of more than 60 kilometer per hour is imposed.

The new law nevertheless allows a child to be transported using a motorcycle if he or she needs immediate medical attention.

Motorcycle riders who will violate the new law faces a fine of P3,000 for the first offense, P5,000 for the second offense, and P10,000 for the third and succeeding offenses.

The driver’s license will also be automatically revoked if he or she will violate the law beyond the third time.

Under R.A. 10666, the Land Transportation Office (LTO) is authorized to raise the amounts of the fines once every three years, provided that the hike undergoes public consultation and does not exceed 20 percent of the original amounts.

The LTO was also authorized to tap the Philippine National Police, the Metropolitan Manila Development Authority and local government units to enforce the new law. —ALG, GMA News
