I think it's not but the Island Tour is only operated by Dakak... Naa man say local fishermen ferrying goods to the island kay wa may mainom na tubig sa isla.

Aliguay Island is part of dapitan city but is nearer sa Dipolog. If mag Dakak ka, naa na sila package inclusive na muadto sa Aliguay kay they own almost all of the island. But there are islanders pod didto man na magbiyahean so pwede ra pod ka musakay kuyog nila mang timing lang ka sa Dipolog na old pier sa may boulevard. ask ask lang didto daan. Biyahe is usually early morning and i think naa pod mubyahe pa dipolog mahapon (medyo balod na if hapon na kaau). Ngita lang gyud kag masabot na mubyahe na taga didto. the island, though almost all is owned by Dakak, is open to the public as of the moment. Makaligo ra gyud ka anywhere. Pwede gali ka mukaon sa restaurant sa dakak pod didto.

Check lang pod sa dakak TS kai last I heard kay nasunog ang ila fast craft so not sure if naa na ba replacement. Otherwise you can go there from Dipolog. Nice ang dagat didto kaayo. Way turista daghan except Holy Week. Pwede ra mag tent pod sa may dagat.
