Practically in some companies, as long as the server is still functioning well,then there is no need to change. Why do you need a high server if a low end one server is still capable.Another reason is, the 'license'.

Yeah pretty much this. It all boils down to costs but there are others factors as well. let me expand:
XP is very popular not just in business, but other sectors as well. It was used in PCs, operational computers in industry, embedded devices and servers.
Many Call Center apps like Verint do not require Win7 to run. So there's no point in upgrading.
Upgrading to a new system comes with a whole lot of work and hassle. The company would have to set time aside for compatibility and reprogramming of apps, reconfiguring domain policies, and training the call center agents. A lot of these can cost the company a lot of money for something that is not worth it.
changing the OS might be dictated by practicality and cost, but one thing i dont understand is that why fck most company uses IE? there are other free alternatives... most of it prefered to use IE? dont get it?
group policy? security concerns? this is quite a common reason... a very narrow-minded reason... ive met few pero mao ni usual ila i reason why dili mo upgrade... sometimes i would like to cyber-slap this people since this are the reason why IE6 still haunts... ma shock nalang ko sa analytics naa pay nag access ug IE6 samot IE7...
Afraid of change, one of the reasons I posted, is why IE6 is still being used, which is a pain in the ass for web developers. Don't be too hard on IE, it wasn't until IE9 that it became a decent browser, but people are stubborn to change, so the circlejerk of it being a bad browser is still pretty popular on the internet.
You don't have to worry much about IE6, it's steadily losing users, just check out this graph i pulled out of my ass

if it can do the job why change it?
they will be just doing voice call and email anyway?
changing will cost money , time and effort(learning newer stuff takes effort)
so stick to it... just replace it when there is a need...
btw: im in a net cafe and they are using winXP.. hehe.
