VMWARE ESXi and Virtualbox (plus Vboxvmservice/vagrant)
multi-boot or virtualization?
VMWare for Single user multi WorkStation in one Desktop.
Softxpand is another thing : simultaneously running multiple interactive users on a single computer.

if what you're referring to are multi-seats (1 PC multi-input and multi-monitor)
softxpand is probably your best option for windows OSes.
aster is on the minimum.
while VirtualCore by black box (one I'm using) is pretty much obsolete these days.
id opt if you'd prefer thin clients though.
btw, posts mentiond above mine are called virtual desktop environments.
there was a software/setup before that would turn single PC into 2 workstation without using virtualization, it is recommended for internet cafe for surfing.
heck you can even setup 1 pc server to serve multi PC up to 10+, you just need a thin client and terminal server...
