How to open an Agency? (No employment but VISA Assistance student, business and tourist only)

Hi Guys,

A friend of mine asked me this question and I do not have an idea. She is a Permanent Resident in Aussie, she processed her own visa herself and she is quite knowledgeable on visa processing thus:

She wanted to open an Agency that helps clients process VISA to Australia. This agency will be located in Cebu.

What are the things she needs to do to make a legit Agency?
