    Default House starts hearing on SIM card registration


    Lawmakers and telecommunications firms on Wednesday took another step toward finally stopping those annoying text scams that plague more than 80 million mobile phone users.
    The House of Representatives Commmittee on Information and Communications Technology held a hearing to tackle a proposed measure to require mobile phone users to register their SIM cards, the small modules that identify a user on a mobile phone network, GMA News' Jamie Santos reported on "24 Oras."

    Rizal Rep. Joey Roy Duavit, the committee chairman, said this was the period for debating the merits of the bill and proposing amendments.

    Under the proposed measure, mobile phone owners must register their SIM cards—a move law enforcement agencies say would help them track down crimes or abuses using a particular SIM card.

    The authorities believe this could finally deter text scams where scammers can pretend to be relatives of a victim and ask for load, or fool victims into texting a code that would transfer a certain amount to the scammers' phones.

    Even President Benigno Aquino III has ordered authorities to take action against text scammers.

    On the other hand, registering a SIM card could also deter crimes - such as using a disposable prepaid card in kidnapping, or even detonating an improvised bomb.

    The lawmakers are also trying to avoid passing to consumers the cost of registration.

    However, Wednesday's hearing also showed telecom firms are cooperating, with representatives of two major telecom firms in attendance.

    The representatives said their respective companies have websites that give subscribers a chance to report spam or scam messages.

    okay kaau ko ani.. dapat naa taas2 ang transition..

    all prepaid users will have a chance to register their prepaid sim within 3 months (government ID is required), whilst unregistered prepaid sims will considered as unused.

    reduce crime, reduce scam and more.. everyone will benefit this law.

    Im with this! I mean, its always been like this BEFORE prepaid came out, all the sims were registered. For those sims already released, gai lang og time to register, a few months maybe, daun if after a few months dili i register, i deactivate. Of course ID is required dyud for registration, unsay pulos kung wala. Pero that guy above has a point, grabeh tingali kaayu ka busy ang Telcos ani inag magpa register na, sa kadaghan sa mga magpa register. At least this'll also discourage a lot of people from using multiple sims, hehehehehe, grabeh kaau ko ma annoy ana, juz me though.

    I dont see that as a problem, why maglisod man KA? Heheheheheeh. If mao na sya ang "problem", its not the sim thats the issue, its the phone itself, taguan lang diay ang phone. Tsk tsk tsk, naunsa man ka bai, kulang lang tingali ka sa seminar.

    uyon jd kau ko ani..kay kng ma strict implement jd ni na walay kurakot, syempre inig implement ani ang hasol, either 80million plus subcribers go to NTC or gamitan na lng ug pna hi tech like scanned valid id ug ang sim card kanang mo reflect jd ang sim card # ug serial # dn send o email sa NTC ba ron o sa telcos dn wait ma activate..or fax..or mail etc..basta daghan ways ma lessen ang burden hehe..

    pati basin mawala o maglisud na nang mga terorista nga mag bombings sa Mindanao, mga IED bya na ila gamit na gna gamitan ug celfon, kay sa pgka karon gd pla ra may pgpalit ug sim card dn activate dn tawagan dn boommm na dayon..just like what happen recently..

    how about magpakita ug valid ID kung mupalit ug SIM card, para di na kaayo hasol .. ang tindahan nay mulista kinsay nagpalit .. nya ihatag nalas NTC ang data para sila nay mag butang sa database ..

    ^^pwde sd na bro but sa kadaghan retailer sa sim cards bro sa mga kilid2x I doubt madali na, mangawala pa lng nla ang lista dn hasol sad kng mag cge ka balik2x nla kng wa pa ma activate imo sim card kay basin d cla ka adto NTC dayon..
