    Default 2 Ang Patay sa Raid sa Moalboal


    CEBU -- What could have been a successful anti-narcotics operation Friday night in Moalboal, Cebu, ended with the death of a retirable policeman and a junior intelligence operative and the flight of four arrested men.
    The death of PO3 Fabio Fernandez, 55, and PO1 Alrasid Jimlani, 29, of Moalboal Police Station came as the police in the entire region continue to score in their fight against illegal drugs.
    Moalboal is a fourth class town 89 kilometers southwest of Cebu City. It is three hours by bus.


    The Cebu Provincial Police Office (CPPO) will investigate the incident to determine lapses in the operation that cost the policemen’s lives, said Sr. Supt. Noel Gillamac in a radio interview over dyHP.
    Past 8 p.m. Friday, Fernandez and Jimlani were securing a shanty allegedly used as a drug den in Barangay Tomonoy.
    Insp. Edgar Labe, the town’s acting police chief, said they raided the shanty reportedly owned by Michael Aquino in Sitio Banilad and known to local drug users as “manga.” The search was carried out on the strength of a warrant issued by Regional Trial Court (RTC) Branch 60 Judge Leopoldo Cañete.


    Major player

    Aquino is a major drug player in Moalboal and falls under the level-two category. He can dispose of at least 200 grams of shabu per week, Labe said.
    When operatives arrived to serve the warrant, Aquino was already gone.
    The raiding team, composed of seven policemen including Labe, found four men engaged in a pot session.
    They were identified as Phil John Ediza, Rolly Tabanao and Allen Amad, all residents of Moalboal.
    The other man, who hails from Alcantara, still has to be identified.
    Recovered inside the house were 19 small packs of white crystalline substance believed to be shabu; drug-sniffing paraphernalia, such as tin foil; a .45 pistol with five live bullets; a .357 revolver with four live bullets; three mobile phones and cash.

    What happened

    While the policemen were conducting an inventory inside together with Tomonoy Barangay Captain Marvin Dio and a barangay councilor, Fernandez, Jimlani and PO1 Niño Ridaza went out to serve as lookout.
    Fernandez and Jimlani were left after Ridaza went to check on the patrol car, which was parked nearby and buried in the mud.
    Moments later, three motorcycles arrived.
    The policemen suspected that the motorists came to the place either to buy shabu or deposit their earnings.
    The first motorcycle was driven by a man with a woman passenger.
    Fernandez, an intelligence operative, flagged down the motorcycle and asked for the man’s driver’s license.
    While he was questioning the man, two more motorcycles arrived.
    Suddenly, Labe heard gunfire, prompting him to run for cover.
    The four arrested men, who were handcuffed and placed outside the hut, fled.

    They found Fernandez slumped on the ground. A few meters away from him was Jimlani, crying for help. He was shot too.
    PO1 Peter Paul Tangpus, who was part of the raiding team, went to Jimlani.
    He told Jimlani not to talk and conserve his energy instead.
    Tangpus checked the area, but the motorcycles had left. He checked on Jimlani but the policeman was no longer breathing.
    The group decided to bring Fernandez and Jimlani to Badian District Hospital as the four arrested men had fled.


    ‘My men first’

    Bahala na og nakaikyas to sila basta maluwas lang akong mga kauban (It doesn’t matter that they had escaped. The lives of my men are more important),” Labe said.
    Ridaza later informed him that their two colleagues failed to make it alive to the hospital.
    Police found five empty shells at the crime scene.
    However, they could no longer find the .45 pistol, which was Fernandez’s service firearm.
    Jimlani’s service firearm, a 9mm pistol, was found two meters away from him.
    Labe theorized that the assailant shot Fernandez first and took the policeman’s firearm.
    Or the assailant may have grabbed Fernandez’s firearm and used it to shoot the two policemen.
    Posible ni nga gun-for-hire kay kamao gyud. Paspas kaayo ang panghitabo gud (It’s possible that it was done by a gun-for-hire, as it was done well. It happened so fast), he said.


    Motorcycles

    The police found two motorcycles--a blue Rusi motorcycle and red and white Visar motorcycle--in the area.
    They suspected that the driver of the Visar motorcycle, a shopping mall employee, was the gunman as he was not at his house in neighboring Alcantara town when police conducted a follow-up operation yesterday.
    A security guard went to the police station yesterday and claimed that he owns the Visar motorcycle, which the employee borrowed from him.
    Labe said they are also relying on the confiscated driver’s license of the other man, who could also be the one who shot the two policemen.


    Major problem

    Labe, who assumed as acting police chief last December, said illegal drug trade is one of major problems in Moalboal.
    The shanty was dismantled last January after reports of rampant selling of shabu reached the mayor’s office. They later learned that it was put up again nearby and hidden by the bushes.
    In their campaign against illegal drugs, the Police Regional Office (PRO) 7 has confiscated more than P83 million worth of illegal drugs from January to September this year.
    For the past nine months, the PRO 7 reported that 22 suspects were killed, five got injured and 2,736 others were arrested during the operations.

    update:

    A MAN surrendered to the police yesterday dawn to clear his name after he was tagged as one of the suspects in the shooting in Barangay Tomonoy, Moalboal where two policemen were killed.

    Ezrael Ocariza, 28, a resident of Barangay Poblacion, Alcantara, Cebu, was accompanied by his cousin Aurelio Jagmoc to the Fuente Police.
