    Exclamation Nancy Binay argues what ‘world-class’ means




    MANILA, Philippines – How would one describe world-class?

    Senator Nancy Binay on Monday found a way of dealing with criticisms that the pricey Makati City Hall 2 that her father Jejomar built does not merit to be called world-class.

    “Beauty is in the eyes of the beholder,” Nancy Binay said.

    It was Nancy’s brother, Makati City Mayor Jejomar Erwin “Junjun” Binay, who described the building “world-class” during last week’s hearing at the Senate amid allegations that it was grossly overpriced.

    “Siguro that’s their opinion, ‘di ba? ‘Di ba, parang beauty din yan eh… It’s in the eyes of the beholder,” the senator said in jest in an interview on Monday.
    “Siguro ganoon din yun sa building, ‘di ba? Para sa kanila, hindi ganoon kagandahan pero sa amin maganda na yan. Lalo na kapag nakapag-ikot ka buong sa Pilipinas. I don’t think may makikita kayong ibang LGU building na ganoon ang itsura,” she said.

    The Senate blue ribbon committee investigating the issue conducted an ocular inspection of the building early Monday morning.

    The committee is set to resume its hearing on Thursday.

    World class siguro ang cost pero dili ang building, tin-aw pa man kaayo akong panan-aw,
    maorag layo ra kaayo sa tinuod. Ana na lang gyud tingale ka-mubo iyang pagtan-aw sa pang-huna2x sa mga pinoy,
    or else diha ra gyud kutob ang iyang kapasidad sa pagdepensa sa iyang amahan. Nganong naa man na sila diha uy,
    the biggest blunder of the Filipino electorate.

    Experts say Makati Bldg 2 'ordinary,' not world-class

    A Senate sub-committee of the Blue Ribbon chaired by Senator Aquilino Pimentel Jr. conducted an inspection of the allegedly overpriced P2.2 billion Makati City Building 2 on Monday morning.

    Expert opinion sought

    Pimentel was accompanied by fellow Senator Antonio Trillanes IV, along with an independent quantity surveyor, engineers, architects, Makati City officials, as well as engineers from the Department of Public Works and Highways.

    Greg Jackson, an Australian independent quantity surveyor, called the building ordinary, standard and not world-class.

    This was echoed by appraiser Federico Cuervo and architect Danilo Alano, who both said that the materials used were just ordinary.

    Trillanes also assessed that the 33,000-square-meter building could not have been valued at P1 billion.

    The group inspected the building thoroughly and found out that the building has a roof deck; the ground floor or lobby has a mezzanine and has office spaces.

    Floors 2nd to 6th, as well as the basement, are parking areas.

    Floors 7th to 10th, meanwhile, are used as office spaces. There is also an atrium in the middle.

    The 11th floor is used for storage.

    The Senate resource persons also noted that linoleum was used, instead of tiles, in the office spaces from the 7th to 10th floors.

    Hardiflex or dry walls, instead of concrete, were used in the construction.

    There are also two small elevators.

    The two buildings are the closest I can compare (as opposed to comparing it with hotels, hospitals, and condominiums). For PhP2.7B, check for yourself, which do you think is 'world-class'?

    Did we get what we deserve with the PhP 2.7B? What bothers me (as a professional in the construction industry) is that I don't see anything unusual or exceptional about the design, the finishes, the materials, and the quality, for it to be claimed WORLD CLASS. Prove that people in Makati, people of Philippines, and people around the world witness a WORLD CLASS building. Prove that PhP 2.7B was duly utilised.
