Lacion Habal Drivers with no License

Today during lunch time , witness an accident in front of the Public Marker, a speeding very young Habal driver run over a Senior Citizen, the impact was so great that the Senior Citizen suffered two big cuts on his head and was bleeding hard. While the driver’s passenger was also thrown away with minor injuries. When confronted , the Habal driver did not have any drivers license nor registration. I pity the old man coz who will answer for his hospital bills.

Now the question is, who should be the one inspecting those young and even underage riders ? I hope the Local Traffic Enforcer of Lacion will be more strict when it comes to reckless and underage motorcycle drivers. How many accident to they need before they start acting up ?
