Cheap Calls from Cebu to England? Existing pa ba ni sila?

Naa pa bay mga areas/locations diri sa Cebu nga naay international calling na service?
We need to make a call to England and a few years back, my father was able to find a place that offered this service and compared to buying IDD cards, he saved a lot of money (especially since there's waiting time involved). The problem is the place closed down and since then he couldn't really find another place that offers that service.

Do you know any place that still offers cheap calls from Cebu to England (ones that you can verify to still be in business)? If so then can you tell me where it is and what the rate is?
