It is an ancient pre-colonial Philippine writing system. It is a member of the Brahmic family of India and is recorded as being in use in the 16th century. It continued to be used during the Spanish colonization of the Philippines up until the late 19th Century.
The University of Santo Tomas Archives in Manila, one of the largest archives in Philippines, currently possesses the biggest collection of extant ancient baybayin scripts in the world.

They're basically the same, but alibata is an incorrect term coined by Paul Rodriguez Verzosa.

The Cebuano form is a little bit different to the Baybayin script; it is called Badlit script or Suwat Bisaya.

Father Alcina, a Spanish Jesuit missionary, documented the language, literature and form of writing in Cebu and Bohol. When he asked the Cebuanos and Boholanos as to where they learned this Badlit script or Suwat Bisaya, they answered "from Borneo".

At first it may come as a shock, but in reality, there really are Bisaya ethnic people in Borneo. These days however, their language has been mixed with Indonesian and Malay languages, so you wouldn't really find traces of Bisaya words that often.
