fastest public uplink in Cebu

kumusta mo tanan... i have a slight problem. my uplink at home (smartbro) is very slow, about 3 - 4kbps (sa adlaw) or 10 - 15kbps (sa kaadlawon). this is not smartbro's fault, it's because globe bb is useless and all the customer from globe balhin sila sa smartbro, so overloaded na ang smartbro.

anyway, i need to upload several gigabytes, so i'm trying to find a public place in metro cebu where i can do this quickly.

1. starbucks (airborne access)... paid p100 for 1 hour of 30kbps.
2. marriott hotel... paid p500 for 1 hour of 50kbps 70 kbps (it climbed up and remained steady at 70)

any ideas where i can find a fast public uplink (upload) speed? either wi-fi or lan is ok, as long as i can use my laptop
