Household garbage, adult diapers shipped
MANILA - The Bureau of Customs (BoC) opened on Monday tons of garbage shipped from Canada and declared as plastic scraps.
Customs police opened five container vans included in the shipment, which then emitted a foul stench at the Manila International Container Terminal where the 50 container vans were kept.
According to Customs Deputy Commissioner for Enforcement Group Ariel Nepomuceno, the shipment was declared as plastic scraps.
Nepomuceno explained that shipment of plastic scraps are common and they are being used by companies in the country for recycling as plastic wares.
But upon inspection, Customs found out that the shipment contained a mixture of different household garbage that included adult diapers, not just empty plastic containers.
"Ang pwede lang kasi yung homogenous plastic scrap materials, meaning yung isang klase lang at di ganito," said Nepomuceno.
The shipment was loaded on 50 container vans with a weight of 891.200.6 kilograms amounting to US$222,800.15 or more than P10 million.
Customs said the shipment will not be allowed to enter the country because it violates the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990.
The shipping firm, Chronic Incorporated, with address at 95 Regency Crescent, Whitby, Ontario, Canada LIN 7K8, will be obliged by the Customs to ship back the container vans at the port of origin, at the shipper's expense.
Nepomuceno explained that the Basel Convention, to which the Philippines is a signatory, prohibits trafficking of waste.
Basel Convention is an international treaty that was designed to reduce the movements of hazardous waste between nations, and specifically to prevent transfer of hazardous waste from developed to less developed countries.
Appropriate criminal charges are now being prepared by the Bureau of Customs and the Department of Environment and Natural Resources against the shipper and its consignee identified as Chronic Plastics with registered address at Number 6 T. Santiago Street, Barangay Canumay, Valenzuela City.
Counterfeit goods
Several kilometers away from the Manila International Container Port, Customs personnel also inspected a warehouse filled with counterfeit articles worth P70 million.
The articles were stashed in a warehouse in Quirino Avenue, Barangay Tambo, Paranaque, imported from China. The articles included counterfeit clothing, textiles, shoes, shampoo, candies, engine spare parts, chemicals and a thousand bags of rice.
The discovery of the articles was a result of a joint operation of combined operatives from the Bureau of Customs, Intellectual Property Office, and the National Bureau of Investigation, in response to complaints of brand owners for violation of intellectual property rights.
The inter-agency operation is targeted at unscrupulous traders who smuggle fake goods for sale in various retail establishments nationwide. This is the second cache of seized fake goods following the seizure last week of over P550-M worth of counterfeit items at 3 warehouse buildings in Pasay and Manila.
The goods will be subjected to inventory before confiscation and eventual transfer to warehouses of Customs and IPO.
