RXG GATEWAY and Unifi Controller problem

Hi Istoryans,

Devices:
RXG = used as Gateway,User Provisioning
Unifi AP (UAP-Outdoor) - AP

We already setup the RXG configuration and configure the Unifi AP to RXG. The Unifi AP was configure to have 2 VLAN VLAN777(SSID=free) and VLAN999(SSID=Premium). Portal management,user provisioning,quota and time policies, etc are all setup and working.

The flow is:
1.User should Wifi enabled.
2.User should connect to AP(Access Point).
3.After successfully connected to AP, when user browse the internet a portal page will display.
4. User will input the username and password for user provisioning.
5. Connected to Internet.

All is running fine except for this problem:

If UserA is connected to VLAN777(SSID=free) then successfully authenticated and provision, that User is connected to internet.
But because UserA is bit knowledgeable on networking, UserA changed the AcessPoint to VLAN999(SSID=Premium). Supposedly userA is redirected to captive portal for VLAN999(SSID=Premium)and should not be able to connect to internet. But on my case, UserA has internet even though UserA was not provision yet. Anybody know how set this up...when userA change to VLAN999, userA should be redirected to VLAN999 Captive portal page.
