I believe it's prompting you for the Apple ID (username/password) of that iPhone. Before you upgraded to iOS 7.x, the "Find my iPhone" feature was active on that device. With iOS 7.x, it implements "Activation Lock" when "Find my iPhone" is active. This way, the user is prompted to enter the Apple ID (username/password) on the iPhone on the event that it's restored or activated for any reason. This is a security feature added by Apple in iOS 7.
Have you forgotten your Apple ID credentials?
