Not actually J2ME (optional but useful sad). You can use JSE which the standard edition.
What you need is a GSM Modem and a software that controls GSM Modem. Some are free (open source though) others are proprietary.
or another alternative is using the pc connectivity software provided by some celfon providers like nokia, then familiarize using with the AT commands. then ur good to go
