Default Civil Marriage - what to do next?

I'm posting for a friend. I don't know the answer as well.

This is with regards to doing a Civil Wedding in Cebu.

So all the requirements have been submitted, the seminar attended and they now have the certificate.

What to do next? Where to go? Estimated budget?

Your thoughts will be very helpful.
