Default Taxi Syndicate inside Manila International Airport

Is the Philippine government ignorant of the fact that this syndicate is wrecking its
    tourism industry?

My mother and brother went to NAIA last night to fetch her daughter-in-law who arrived from
the US. All the taxis inside the airport are asking for a minimum contract fee of 900 pesos.
My brother didn't bite and finally was able to get one that charged only 200php. That was
the normal fee for a 30 minute drive.

900 pesos is a small amount when converted to dollars. But 900php can feed one a decent meal
    for one week in Manila.

it is not a syndicate.. its just a bad or cruel strategy of the taxi drivers. This can be found on any Airports and Seaports in anyplace in Philippines.

you can just simply deny them and look for metered taxi.

It is not a syndicate.. it is a fact of life here in Philippine airports, sea ports.. and even bus terminals

Last time I was in Manila, I paid around 600 (I think) for a cab ride from the NAIA to my parent's house in Alabang. I don't know how far that is but that was their "flat rate" back then (2007). It's not much when you convert that to $US (especially when you compare it to the usual flat rates we have here in my area - last time I checked it was $52 + tolls from JFK to Manhattan) .. but, like you said, it's a huge amount if you look at it from someone else's perspective.
BUT - the difference is, when you're gonna use the meter with the JFK-Manhattan trip, the fare would actually go way higher than the flat rate (especially with rush hour traffic) .. while with the Manila rates, a metered trip would save you money instead.

Why pamper life's complexities when the leather runs smooth on the passenger seat?

copy on the PHP600 for NAIA to Alabang route. I dropped a bit off ATC and I paid the same amount.

Maybe 'collusion' was a better word. I just used the word 'syndicate' because all of those taxis inside are charging the same price i.e., a collusion.
