i suggest you start first at the software level in troubleshooting. run updated antivirus and at least 2 antispyware..this is a must before doing anything to ensure that you're working on a clean pc....performed the above tests before touching the registry. disinfect when viruses are found...if not then you may proceed with cleaning your registry but backup first coz you may end with messing up ur pc...you may use registry mechanic or ccleaner.

bro naa lang koy i-clarify...when you click the turn off button mo shutdown cya pero dili lang mapawong ang moni2r...or dili jud cya mo shutdown k muongot? shutdown and powerdown are 2 different things and they have different approach in troubleshooting...assuming you have a clean pc.

note: there are programs and services that require enough time to end its operation during shutdown. and it may seem that you're having a hangup pc when actually ang OS nagcige pa cya ug close down sa mga ubang programs and services.

    try this...

right click your desktop > select properties > screensaver > power...check if APM tab is there. check enable if it is disabled, otherwise, do the other way around. do this when you're done scanning with your antivirus and antispyware.

you may try this...boot with safe mode. to access, press F8 during bootup then select safemode. let's see if powerdown problem won't occur at this mode.
