Not necessarily. There are a good number of prog rock bands that are not too technical yet maintain the feel of prog rock. Bands like Queensryche, King's X and Tool are just a few of the known bands that I could mention.

Pink Floyd ain't that technical either.... and nowadays, RUSH has mellowed quite a bit.
