our politicians here are like criminals, they blackmail people, starts a project when their term is about to end, then makes promises to the people to complete those projects when they are re-elected. Originally Posted by inxss4

Neglected means the government pay no attention to it....Delayed means the government had a project but it is either unfinished or slow in progression for example THE ROAD going to SUBA BASBAS,MARIGONDON before election giguba na and then karon wa pa nahuman unsa nata karon July na. 07-10-2013, 04:13 PM #9before we say its delayed, we need to clarify the cause, some delays are cause by multiple reasons... its easy to say... delayed... when we dont know the full disclosure on the issue... and also inpatient and pessimistic person may see it differently over and open minded and optimistic... i suggest you set a condition or standard rules that people would use it to determined if its delayed or neglected...
