there's a board governing the operations of the cicc. i think pb member vic maambong is one of them. even weng gakit, councilor of mandaue who won as pb, is also part of it as a rep of mandaue.
if you know the organizer of the tourism congress there last march, you could ask them how they got to use the venue.
but if you're in a hurry, you can always call capitol. i think gov gwen has an assistant who could tell you how to go about it.
