Default GSIS E-CARD Plus: Your Comments

Government should take another look at this service.

When the system was introduced years ago in order to provide the employees for a supposedly a faster access to the privileges. The drawback with the system is with the server, every time a user tries to log in the only this site give us is

Server is currently busy. Please try again later.

These goes for hours even days... is this another scapegoat for the millions or perhaps billions spent on IT.

GSIS can afford to spend millions on its I.T. project, buy expensive paintings and invest billions of pesos to another business, pero dili na sila kahatag ug maayong service sa ilang mga members. in fact many pensioners are complaining that they have not received there monthly pensions, reasons given to them because of there ongoing computerization. hasta mga loans sa mga members dugay kaayo ma approve computerize naman kaha na sila.

kanang ecard plus ila ra sad na pangwarta sa mga trabahante sa gobyerno. in fact luoy kaayo ang mga pensioners nga kinahanglan pa magparegister anang ecard, ang uban nagwheelchair na, in fact there was one instance nga gehatod ug ambulansiya ang usa ka pensioner para lang makaregister sa ecard plus. for govt. employees agwanta lang gehapun ta aneng bulok nga serbisyo sa gsis.

I applied for e-Card Plus last April 4. Was told that my card would be delivered after 15 days. My card arrived last week--more than the promised 15 days. Went to GSIS to activate my e-Card. Had to wait in (a very long) line before I finally got my turn to try their ATM-like kiosk. Activation took only a few seconds, but the queuing took almost an hour or so.

Went back to GSIS last Monday to apply for the cash advance. (Had been told that loan applications may be made through the kiosk only after 24 hours after activation of e-Card.) Had to wait in (a very long) line--again. Only to have the ATM-like machine tell me that I was ineligible for any loan--cash advance or whatever.

I was sure I was ineligible for any other GSIS loan EXCEPT the cash advance. Went to Membership Section to inquire. First person I approached was a woman whose name I couldn't recall. She told me to ask a certain Mrs/Ms Abella "in that cubicle over there." Rushed to the cubicle she pointed to, said my "Excuse me, Ma'am" and "Good afternoon," politely asked the woman in there if she was Mrs/Ms Abella. Without batting an eyelash or even bothering to look up or even confirming that she was the Abella woman, she told me to go to the woman at the farthermost cubicle. *SIGH*

Not wanting to waste her and my time, I scuttled towards the woman at the farthermost cubicle. Told the woman there about my concern. She punched some keys into her keyboard while asking me for some confirmation info. After a couple of minutes or so, she sighed and said she couldn't find any reason for my ineligibility for the cash advance. She instructed me to return to the ATM-like machine and try again.

Went back to the kiosk. Skipped the line this time. Same result. Ineligible for cash advance. Went back to the woman at the keyboard. She told me to go into the room down the hallway and ask for assistance from a guy named Kent.

Kent got my card. Disappeared for a few minutes. Returned with my card and printout of my previous loans (all amounting to P0.00 anyway, since I'm just new to GSIS) and told me to come back with Service Record issued by my institution's Personnel Department. He said that my records in GSIS have not yet reflected any record of creditable service. NOTE: I've been working for almost 7 months and have paid all my contributions for those months.

    *SIGH*

They DID remit my and the institution's contributions. I secured a certification of GSIS remittances from the accounting office the other day, along with a copy of my service record. All remittances from my starting month until last month have been submitted.

I don't know why my records at GSIS have not been updated promptly. I guess this is what "automation" and "computerization" means: faster notification that your records have not been updated faster by GSIS.

Did you also experience problems with GSIS? If so, post your stories here. Maybe, if we had more people sharing their horror or love stories with GSIS here we can invite someone from the company to read the posts and do something. That would be more constructive, right?

Has your mother's e-Card been activated at the GSIS G-W@PS kiosk? The card needs to be activated at the G-W@PS kiosk before it can be used further. After activation, you'll have to wait for 24 hours or so before you can start transacting through the kiosk. Important note: there are ONLY TWO (2) G-W@PS kiosks (as far as I know) in GSIS here in Cebu. Those two kiosks serve the entire population of GSIS members. Talk about accessibility, huh?

And then, the e-Card also serves as ATM card for a Unionbank account (it could even function as a VISA credit card). I suppose you also need to activate the ATM card at any Unionbank ATM before it can be used as an ATM card. I think you'll be using the temporary PIN they sent you to activate the card as Unionbank ATM card. I haven't tried this yet, since I have to settle my issues with cash advance and posted premiums first.

I was there this afternoon to submit my service record and my certificate of remitted premiums. The admin of GSIS Cebu has decided to dedicate one of the kiosks purely for e-Card activation/validation, and the other one for cash advance and consolidated loan transactions. The line was very long in the second kiosk.

While waiting for my turn to be served at the Records Section, I happened to sit beside a young woman who also needed assistance regarding her cash advance. She had previous loans, which she claimed she diligently paid through salary deduction. All deductions were shown in her payslip. She's almost through paying for her previous loans. And lo, and behold! When she went to the kiosk to apply for cash advance under the new e-Card, the machine told her that she can only avail of about P3,000 cash advance out of the maximum P10,000. She was expecting about P7,000 or P8,000 because she still had payments due for previous loans (the balance of any previous loan is deducted from the amount of the loan currently applied for).

She went to the cubicles to seek assistance. As always, she was thrown around and referred to many other cubicles. While at it, she discovered that some of her loan payments made through salary deduction WERE NOT POSTED. Thus, her account kept incurring the penalties.

Is that what's going to happen to my cash advance, too?
