my brother graduated as a class valedictorian
one of the award he received is a cash assistance
worth 5k for the first and onward if he can maintain an
average of 1.8 as stated in the certificate signed by
the district representative. my questions are:

1. how can my brother validate the certificate?
2. the address in the certificate is the address of the office
of the house of the representative in manila, do we need to go
to the manila office at time ma.enroll na akong manghod sa kolehiyo?

the student, sakto ba akong sabot?
this cash assistance is not part sa tuition fee because the class valedictorian is
a 100% free sa tuition fee na...........................
this is not also a book allowance because another 3k for book allowance ang nakuha sa bata
