i think he cannot handle the controversy anymore.. poor man, because of others mistakes everyone is blaming him. btw, he is not God, he's just human.

Failing health is just a statement so he can have an excuse to stand too weak for trial.
I'm not one for conspiracies but you'd have to be naive to think he's stepping down because of health. He looks a lot better than JP2 but JP2 hung on til his last breath.
There's more to his resignation than "failing health".....

he has his own right to resign from that position...
