How to Ground a PC?

How do you ground a PC that is grounding the computer table. I can really feel there is an electricity. Ground, grounded, grounding, I'm sorry, I don't really know the exact term.

I know refrigerators are grounded to a water pipe. But PC's are in room away from any water pipes. So is it okay to just connect a wire from the pc to a foot long water pipe placed underneath computer table? I mean I would have to buy a pipe, or maybe a wrench or a crowbar. Will those big pliers do?

It's just a normal computer table sold in a store. It's made of wood with plastic wheels.

kuha nlng ug wire sir, tpos i strip nmo every side, i butang nmo sa mai likod sa pc kana butangan sa screw sa side panel, ipapaak lng ug apil sa screw tpos if naa dapit sa bintana i.tap nmo ang wire did2 sa kanang murag bar sa binatana. sulbad na imo problema or if duol ka sa ground sa imo telephone, kana gbutang sa gawas kana ila gugsok sa yuta dha tap imo wire.
