Residential DSL is a "best effort" service. This means the company you subscribe to will try to give you the speed you want, but it's not a guarantee. Business DSL on the other hand is a different story and a lot more expensive than what you are paying for. You're actually getting a good speed for your 1.0 mbps subscription.

best-effort service definition of best-effort service in the Free Online Encyclopedia.

There's also the thing about your proximity to the "central office/CO" [not sure what it's called in the Philippines]. The closer you are to it, the more consistent your DSL speed. The funny thing is that DSL signals are strongest nearest the CO and "degrade" farther away from the CO. Think of sound; the nearer you are to the sound source, the clearer it is and the farther away you are, the fainter it becomes. With that said, we can explain why some DSL speeds are lesser in some areas compared to others [even if different subscribers have the same plan]. Hopefully I'm making sense.

Still, you should call PLDT and ask them what's up. Maybe it's a bad splitter or some physical phone lines need to be upgraded.

    Cheers!

I missed the part where you connected your modem directly to your PC. haha Nice to know you figured it out and I hope you are able to get your router issue fixed.

your 3mbs is shared not 1:1 since you do not have a CiR

@ mcboogle: When I upgraded, I had trouble with my PLDT DSL for 3 weeks before it stabilized. I'm sure the reps at tech support were having headaches when I called during that time. haha

    Cheers!
