Reboot, Shutdown, Log-off Problem

i was recently infected by tcpipmon.exe i was able to remove it but now i have problems with regards to restarting my pc, shutting it down and logging off..... when doing either of the three the computer would pause for a very long time and then restart or shutdown for about 5 minutes or so..... anybody knows how to repair this without being able to reformat my pc.....? and also i was unable to use system restore because all my restore files were deleted....

bitaw bro, na-delete tanan restore points? kuyawa gud. basta kadto naguba ako OS after na-infect ako gi-try ang "How to recover from a corrupted registry that prevents Windows XP from starting" nga article sa Microsoft, Article ID 307545.
