Can't ADD Data Environment (VB6)

I tried Project>References, but can't find Data Environment Instance 1.0
I tried Project>Components>Designers, but can't find Data Environment.
I Googled, and it says my installer could be incomplete, trouble with installing,
or a corrupt installer. I did an uninstall-install several times, and I think everything works well already.
Except for the fact that I can't add Data Environment.

Another Google result said na my MSDE.DLL could be misplaced somewhere during the installation.
Asa diay dapit DAPAT naa ang MSDE.DLL?

What VB6 edition?. I have the DE in Enterprise edition.
