I am 100% you are infected with a Patching Virus... Virut, Sality etc..
they compromise every executable *.exe files..

Solutions:
1.) remove hard drive from the unit try to scan the drive to a different unit if you have one nga naay Updated AV like ESET/Kaspersky/Avira etc. then try to clean the infected files.. note Clean not Delete i think you know theres an option to AV's.
2.) Download a Rescue Disk (AVIRA/Kaspersky) and burn the ISO to a CD/DVD and boot it to your infected PC and scan the drives..i mean all partition.
3.) Last Resort Reformat (Full C:/ D:/ everything. be sure you got a backup (pictures/docs etc.)

Ifdili madala sa option 2,Reformat nalang imo HD bro aron totally tanggal nang virus dn install fresh copy of windows.

i encountered this problem what i did is to reformat ky inffected sa virus, sa ikaduha nimong reformat dli japon madala change ur installer ky nai posibblidad nga nai virus imo installer daan labi natong mga installer like sp3 nga complete daan.....

reformat nalang na boss naay daghan dha tag 300 ra bayad wala pa kay hasol...
