what do you mean?... la ko ka-gets. are you asking if its necessary to have an AVR?
Naa nay gamay surge and the most vulnerable of this is the Hard disk.
One solution is just put your PC on stand by or by using power saving features of your MOBO. Rather than turning it off and on again.

inana sad akong board nga Asus A7v8x-mx.. but this time... inig power-on nimo. mo-on cya and turns off for less than a second then back on.

pero why the heck they (intel especially) designed it to be like that diba? siguro ok ra ni sah?
unplug it kung wala ka nag gamit. kusog ang electric current sa outlet. naka suway nasad ko ana. asus mobo before. the psu died.
that's not normal.
PSU has to stabilize its voltages first before sending the PWR-Good signal to the motherboard, and mobos are designed for manual turn-on by user. so if mobo turns on by itself momentarily when u plug the power cable, something is wrong either with the PSU or the switching circuit of the mobo.
