Well first you have to be knowledgeable in PHP,HTML,CSS.
next you need an idea on what website you want to make.
next make the psd layout, slice it, code it, add functionalities(if necessary),launch it and you're done.

yep learn the basics.. html, then creating styles thru CSS or you can go the photoshop design way. Then ud start to realize and learn more on cross browser page view differences.
