Sticky picture and information catalogue @ pet discussion

Is it possible for me to create a thread catalogue sticky (with the power of the site keepers) and make it Private (meaning me or the mods have access into it)
for the viewers to scan or look into it while refraining to open a discussion? or perhaps create a seperate discussion thread.
