    CEBU CITY, Philippines — Despite controversies hounding the project, the proposed P1.2-billion Ciudad Project in the Banilad-Talamban area will rise before the year ends following a go-signal from the provincial government for the start of its construction.

    This was announced by Capitol consultant and spokesperson Rory Jon Sepulveda following a meeting between officials of the private developer, Fifth Avenue, and Gov. Gwendolyn Garcia on Friday.

    “The governor wants to make sure if they’re really interested otherwise we will look for options or alternatives,” Sepulveda told reporters.

    Sepulveda said after the developer manifested their interest, Garcia told them to proceed as soon as possible, adding that she wants the project be completed within this year.

    Fifth Avenue Property Corp. made a presentation of their concept of the project which has been delayed for five years.

    “They manifested that once they start digging a hole, they can complete it within the year,” Sepulveda said.

    Sepulveda explained that the developer is now working on the administrative requirements and that it is beyond the power of the provincial government. The proponent earlier submitted its traffic management plan to address the effect of the project on the traffic situation in the area.

    Part of the traffic management plan is the opening of road networks inside the Ciudad project as access to and from the IT Park.

    The expected traffic congestion that will be caused by the project was the main reason why the Cebu City government issued a moratorium on any development in the Banilad-Talamban area.

    The moratorium has affected the Ciudad project, which is a joint venture of Cebu Province and Fifth Avenue Property Corp. It is located at the old site of the Cebu International School.
