Executive Order No.47 which demotes CICT to ICTO under DOST

"SECTION 1. Reorganizing, Renaming and Transferring the CICT to DOST. The CICT is hereby renamed the Information and Communications Technology Office (ICTO) and is hereby placed under the policy, technical and administrative supervision of DOST. The ICTO shall be headed by an Executive Director, with the rank of an Undersecretary, who shall report directly to the DOST Secretary. The positions of Chairman and Commissioners of the CICT are hereby abolished."

"In the global ICT industry, clarity, efficiency and certitude are what drive the market. These are the things that draw investments and business revenue that is good for economic growth, especially in the sunrise business process outsourcing (BPO) and higher-value knowledge process outsourcing (KPO) industries. EO 47 could use a bit more clarity in explaining the efficiency and ensuring the certitude these business sectors need to grow locally and attract the greater volume of investment and business from the global market that the country needs to pull up both its GNP and GDP."
The ICT industry has helped us a lot especially during the last global economic crisis. Demoting the commission to an office won't help our country to cope with the fast-changing technologies in this world.
