possible problems would be videocard or your monitor.

if videocard check for possible blotted or busted capacitor.

if monitor same check up with the videocard.

TS. much easier to test the same monitor and cables on a different PC and see if that would still be the same issue. else if if will not replicate on a different computer then probably it has something to do with the system and not the monitor
