There have been many attempts and efforts by local influential individuals, organizations, and even the government.. even the International Academy for Film and TV has done countless of proposals but the bottomline is MATERIAL.
There is not enough material to make a credible local film festival, why because there is not enough local production outfits here.
There are many talented songwriters, musicians here in Cebu. There are many bands starting to jam even in many local highschools. But how about film outfits? How many local production outfits are working here that is not connected to a school, or a cable station, or a business...? Know any? I know some before but now I only know one.
There is not enough film material. You can count in one hand the Cebuano FEATURE LENGTH films made independently in the last 20 or so years. You can use two hands to count all the VISAYAN feature length films made in the last 20 years or so. There is not enough contemporary Cebuano FILMS to feature in a local filmfest, and what would be the point of holding a Cebuano Filmfest if the films to be featured are made in other regions or countries...?
It is not easy to make a film. It is even harder to make a GOOD film. It takes dedication, skills, knowhow, wisdom, cooperation, equipment, and resources. And that's only the half of it!
Even for a short film of 5 to 10 minutes, if its to be good and appear professional... there must be the right script, cast capable actors, scout for locations, rehearse, plan, strategize, schedule, prepare. During production, the environment will be the most difficult aspect to control, second are the people, things happen unexpectedly. In post production, there it takes time and talent. Even with today's digital technology, good film editing is not merely cut and paste.
It's tough, its terrific but its TOUGH. I know, I've been there with my bros at Sinebuano and we're still pursuing it, pushing for it, pulling through. My good friend and colleague, Benjie Ordonez our Sinebuano executve director once told me that we can't really expect a lot from the local Cebuano filmmaking scene for now, except from some student works and some films from Sinebuano. Perhaps in 5 years maybe, maybe even more.
There were a lot of people who professed interest, have the desire but alas did not have the drive. Many are willing but few are still struggling to make it happen. Bottomline, it takes a lot to make a film.. not only money, but also time and effort.
So what we should do for now? ACTIVELY SUPPORT YOUR LOCAL ARTISTS! PROMOTE THE STUDY AND INTEREST IN FILMMAKING.
