what's the big deal if it is TOP... IT IS A LAW.. you should abide, you should follow.. that is just a simple common sense...

basta LTO bro, TOP jud dala nila. wa na sila citation ticket.

It may well have the desired effect, but will the offending rider get ticketed by a helmet-less cop?.... Very likely in my experience.
