CEBU CITY -- For disrespecting Governor Gwendolyn Garcia in a recent gathering, singer Rico J. Puno should be declared persona non-grata in Cebu, two Capitol lawmakers said.
Provincial Board (PB) Members Arleigh Sitoy and Jose Ribomapil Holganza Jr. sponsored a resolution saying Puno made a "downright disparaging remark" that disrespected the governor during the opening of a hotel in Mandaue City.
The one-page resolution did not mention exactly what Puno did. A recent column by Bobby Nalzaro, who was at the event, said the singer had serenaded the governor, then made a rude comment.
Enrico de Jesus Puno, known as Rico J. Puno, was "his usual comedic self," said Sitoy.
But considering that Governor Garcia holds the highest elective position in the province, she should not have been made to endure an embarrassing experience.
He added that Puno should have known better, especially since he is a former elected public official. Puno is a former city councilor of Makati, but a failed candidate for vice mayor.
For his behavior during the new hotel's gathering, Puno should be declared an "unwelcome persona" in the province, Sitoy said.
"The Sangguniang Panlalawigan of Cebu acknowledges the fact that beyond political lines and affiliations is the honor and respect that must be accorded at all times to the office of the Governor of the Province of Cebu," Sitoy and Holganza said in their proposed resolution.
The PB will take it up in Monday's session.
Nalzaro, in his column, said some of the guests that night were Senators Gringo Honasan, Vicente Sotto III and Miguel Zubiri.
In September last year, the vice mayors' league in Cebu declared former Miss Universe Gloria Diaz persona non grata, after she reportedly made disparaging remarks about the Cebuanos' ability to speak Tagalog or English.
Diaz, however, said she was misunderstood; what she meant was that people who join beauty pageants should be encouraged to answer questions using the language they know best. (RSA/Sun.Star Cebu)

From what I heard Rico J greeted the Governor as the most beautiful Governor in the Philippines then said " Kay Dr Belo ba or Dr Calayan ba yan"
