I havent really looked at the entry level market for the PC in a while but what can we build today for a entry level gaming machine at 25,000 ?

Requirements:

CPU, Motherboard , RAM , Videocard, PSU and Casing ( Yes no harddrive,keyboard,mouse,monitor,speakers) all must be brand new.

Just that very barebone specification.
