Incomplete Windows Loading!?

I think I got serious problem with my PC.

When I'm going to Log In in my user the windows wont load the entire system ( no task bar, no start menu, no destop icons, can't go to windows explorer) but except for the wallpaper and Task Manager when I ctrl+alt+delete. But at the task manager there were program that processing.

Bag-o pa ni na reformat 5 days ago pa and never connected to the internet so wala gyud ni virus.

Last nako use is nag TV-OUT ko to my TV after nako ug restart dili na mo load ug complete ang OS.

Hope you guys can help me.

This may be a problem of the loaded software/application of your TV tuner. Bro, try go to safe mode then uninstall the software of you TV tuner.

If this still won't solve, try loading the last known good configuration of your operating system.

dili mani TV-Tuner, TV-Out mani from the Video card.

yup I did disconnect the cable from the TV but still won't work.
